Suggestion
New policy 3.4.8 is not required. This policy is simply a regurgitation of PPS policy 2.3.2.1 and 2 The PPS policy is in effect until it is changed (maybe next year). The entire City of Guelph is within a settlement area and it is not that simple to 'amend' the corporate limit of the city by a private developer's application to expand the settlement boundary of the city. The inclusion of this policy would confuse would-be development proponents on the edges of the existing city.
The city has a long history of aspiring to work within the existing corporate limits of the city due to the 'carrying capacity constraints' by the water resources for the community, i.e., groundwater supply, wastewater treatment constraints. Adding a policy that could be construed as undermining this long term vision is not appropriate.
Another consideration for planning staff is to consider the Province's current push to 'simplifying and standardizing official plans' ERO 025-1099. The province's suggestion now is to limit the size of OPs to a maximum of 250 pages. A simple policy can be included in the Plan that covers off your potential 'settlement boundary expansion' allowance by the following general statement somewhere in the Implementation section of the Plan, i.e., the policies of this Plan recognize and are consistent with the ON PPS. Significant work is also required by yourselves to streamline the existing OP, e.g., to remove the secondary plans (downtown, GID, Clair-Maltby). This provincial next year aspiration should be kept in mind now as you prepare your work here.
